NYS DEC Officer 'losing' photos of a toxic landfill, and illegal dumping?

So let me get this correct. A NYS DEC Investigating Officer carelessly lost photo as evidence, while investigating Illegally transported construction/demolition debris, dumped directly into NYS/Nationally protected wetlands, and neighboring homes with families complaining of toxic exposure? That the Investigating officer did not feel it important to protect the photos, of the dumping that he actually witnessed? The same debris he continues to call leaves, and grass, yet at times admits it was Construction/demolition debris? Even the landfill owner himself described the debris as construction demolition debris? We feel it necessary to help the DEC Officer Sean Dewey with photos below, of this debris dumped beside Homes, Families, and into our waters. It is obviously Not leaves, and grass. Why is our DEC Lying to protect this landfill, and neglect the damage its caused? How can they call this "Clean Fill" if there has not been any testing of this debris, or our protected wetlands?
