DEC Officer manipulating investigations of large metal barrels into our protected waters?

This was an interesting story, and unexpected answer by the DEC Investing Officer. Stella Martin had called the NYS Region 4 DEC after she found a 50gallon metal barrel in the water of the protected wetlands, at the bottom of the 50ft wall of construction debris. Stella witnessed liquid that was in the water, coming from the barrel. This was actually the 2nd oil barrel she found into our Nationally/Federally, NYS Protected Wetlands below the toxic landfill.
Which now we question if it was an oil barrel, after coming across information from an EPA public site with the landfill owners properties having registry numbers, and labeled his residence under his trucking company as Hazardous Waste? Are these the same types of metal barrels used to transport Hazardous Waste liquids? There is another post we will share that has the HazMat info we came across. Two photos below is from the public EPA site listing his small residence with RCRA, Hazardous waste. The DEC had a very disturbing answer about these oil barrels coming from the toxic landfill, and into our waters. The DEC Investigating Officer dismissed the violation, and his statement was that the oil barrel came up, from downstream? That the toxic landfill owner had never seen those barrels? We found it strange that the "Investigating" Officer wouldn't even call the label on the oil barrel, with the bar code to see where it came from? Also where this toxic landfill starts, and where the oil barrels were found is upstream, and runs south? When did oil barrels learn to swim upstream? Very oddly, the DEC Agent said this situation meant nothing, yet the DEC did file an Spill report for these wetlands, from this investigation? Except they used Stella's address, with the landfill owners name? (DEC Spill Report included below with photos) There are also photos below, taken of the middle of the landfill property of the large overhead shed, with roughly about 10-15 barrels stacked, just like the 2 barrels found in the protected waters? There has been so many deceptions we have caught the landfill owner stating, yet none of our statements are considered for proof? Heck, even photo/videos we have as proof aren't considered either? This was the second call put in to our region DEC. The first call was for the illegally transported toxic debris dumped directly into the our protected waters, then this call for the oil barrel. A terrible twist to this call was when the Region 4 DEC Investigating Officer actually threatened Stella, for calling about the illegal activity taking place next door n the toxic landfill. The DEC Officer threatened Stella in front of her 2 younger children, and a friend of Stellas's. He told her that if Stella 'continued to call on the illegal activity, he would walk around Stella's property to find anything, and everything he could find to violate her with'. Which actually frightened her young children about our own DEC sworn to protect us? This DEC Officer did end up following through with his threat, as during one visit the DEC told Martin they were walking around her property to investigate the toxic landfill. Instead they only walked around Martin's property, and was going to write her a violation, until Stella, and the other witnesses argued about it being harassment. That visit is actually recorded, and will share shortly. We have been told numerous times, and by many different agencies, and individuals that this is the most neglected, and confusing DEC investigation they have ever heard of? **Please help us share this critical information around, everyone has a right to be aware.
