Hazardous Lead/Cadmium Neglected by NYS DEC, and NYS Health Dept.?

Recording with Stella Martin confronting Rob Swyder, (Director of the NYS Health Dept., out of Albany NY), about a hazardous level of Lead found in one of her home's windows, that faces the Illegally created toxic landfill.
There is other evidence Stella has collected while struggling to get our own Town, County, and State Protection Agencies to have concern, and investigate this dangerous level of lead that was found in her window of her home.
It was found during an environmental review of her home, that was separate then the landfill experience where Martin needed to have this assessment for possible Lead hazards in her home for possible construction.
The Environmental assessment was done by an EPA Certified Assessor, that ended his investigation stating that "Stella's house itself had No Lead Hazards inside her home, or on the outside structure. That the dangerous level of lead came from the environment outside." Which this window faces the landfill, with nothing but grass and trees in-between this window, and the 50-75ft wall of illegal construction debris?
Since when does any citizen require battling our proper agencies, when dangerous levels of terrible heavy metals have been found in the environment?
There has been proof submitted to all of our Town, County, and State Agencies for the hazardous lead, and also Stella have severe Cadmium Poisoning, yet it's all neglected by our agencies?
Not just neglected, but the landfill protected with terribly absurd excuses from our agencies. Like our own Region 4 DEC Investigating Officer first stating, the Cadmium Poisoning was from Stella Martin gardening? So he is claiming the DEC is aware of a property with dangerous Cadmium, and No Action?
The DEC stated, the hazardous level of lead came from "Stella shooting a gun from her downstairs bathroom?" Stella, and her family rarely used the downstairs, as the lived in the upstairs portion of her house?
Or the previous post when the DEC stated "The trees are all dead Only on the landfill property, from 2 beaver dams far downstream?"
