NYS DEC Haggles to Minimize Tons of Illegally Transported Debris, Directly into our Protected Wetlands?

These NYS DEC orders have been in question about the Handling of the toxic landfill, by the neighboring residents for quite sometime now.
Its become obvious that our own NYS Region 4 DEC does Not want the first DEC order to be shared with many people. The affidavit was stumbled across, instead of being given through numerous Freedom of Information Laws, (FOIL requests) for information that many people have asked for, and by law has Rights to.
The first four pages was from the original NYS DEC Legal agent, she was responsible for first investigating the illegal dumping, and creating of an illegal landfill. As time went by, the neighboring families had been contacting the DEC, trying to figure out what was transpiring next to their homes with the illegal dumping, to be told by Nancy Heaslip with the DEC that it was in fact illegal dumping into our protected wetlands, and the landfill owner needed to remedy the illegal fill.
Suddenly after some months had passed, the neighboring families contacted the DEC, and was told the first DEC Agent for Legal Nancy Heaslip, (in the attached Affidavit) suddenly "Retired", and there was a new DEC Legal Agent assigned to the landfill issue named Marcia Ellis. The neighboring families were told by other DEC Agents, that Nancy Heaslip took all of her notes about this landfill with her, so the DEC didn't have any of her photos, files, etc., for proof this illegal dumping was this extreme?
When the neighboring families finally caught up with the new DEC Legal Agent Marcia Ellis, they were then told the majority of the illegal dumping into our protected wetlands will remain in our wetlands, and that the landfill owner will only be responsible for grading back the tons of debris, illegally transported from NYC/Long Island? That the tons of debris were to steep for wildlife to walk out of the protected waters, so he only needed to slant the debris?
That was a huge leap away from what the concerned families had been told, concerned with this debris sitting into our wetlands, to rot into our protected waters? The fine went from $11,000 for illegally dumping tons of illegal debris into our Wetlands, down to $2000? The "Retired" NYS Region 4 DEC Agent stated she estimated was 1.6 acre that needed to be removed from our waters, instead the illegal debris is now only slanted?
How can a person actually Haggle with a NYS Department of Environmental Conservation, for dumping Illegally transported construction debris from NYC, Long Island? The first DEC Agent was still neglecting all of the witnessed statements of the numerous large holes all over the landfill property, and filled with all sorts of questionable materials like refrigerators, air conditioners, tires, etc.
The NYS DEC has refused to share the first 4 documents with anyone, even under our FOIL request laws. The next seven documents are the current DEC Order that the landfill owner haggled the DEC down to.
I still find it very odd that the DEC tells people 'There wasn't any dumping into our Wetlands', when the Consent Order specifically states the Violation is for dumping Directly Into our Wetlands?
I am absolutely disturbed that our own NYS DEC has created so many manipulations about this landfill, instead of protecting our much needed protected wetlands, and innocent families. Also the DEC consistently calling the Illegal debris 'Clean Fill' without any testing?
